A Procedural Hurdle With High Stakes

Speaking at the Wyoming Blockchain Symposium in Jackson Hole on August 18, Alderoty said the Senate will face a motion to proceed on the crypto market structure bill that day. He described September 15 as a key test for the Clarity Act's prospects, noting that lawmakers will need 60 votes just to open debate on the floor. "September 15th will be a bellwether mark as to whether this continues to advance through Congress," he said.

Although the bill has bipartisan support, it still faces opposition from several Senate Democrats over ethics and consumer protection concerns. Alderoty also noted that the SEC and CFTC have signaled they will continue writing crypto rules independently, regardless of whether Congress acts, adding urgency to the legislative push.

The Economic Case for Crypto Legislation

Alderoty drew on research from the National Cryptocurrency Association to frame the stakes in economic terms. According to a report the NCA produced with the Pragmatic Policy Group, the US crypto industry directly supports more than 34,000 jobs and is on track to contribute over $55 billion to the economy in 2026, with 232,000 jobs supported across related industries through indirect and induced activity. Jobs associated with the industry pay an average annual wage of about $133,000, more than double the national median.

Ripple funded the National Cryptocurrency Association with $50 million, and Alderoty serves as its president, a relationship worth noting when weighing the research. Nonetheless, the figures have been widely cited in the broader legislative debate over the Clarity Act's potential economic impact.

The Wyoming gathering also featured Ripple CEO Brad Garlinghouse, SEC Chair Paul Atkins, and Senators Cynthia Lummis and Tim Scott, underscoring how central the event has become to the US digital asset policy conversation. If the September 15 procedural vote falls short of 60, the bill's path to passage before the next Senate recess becomes significantly narrower.
