DCG presses Senate for Clarity Act floor vote before recess
Digital Currency Group urges Senate Majority Leader John Thune and Minority Leader Chuck Schumer to hold a floor vote on the Digital Asset Market Clarity Act before the August recess, warning that delay would make 2026 passage much harder.
Digital Currency Group (@DCGco) has sent a letter to Senate leadership urging Majority Leader John Thune and Minority Leader Chuck Schumer to schedule a floor vote on the Digital Asset Market Clarity Act before Congress breaks for its August recess. President Mark Murphy signed the letter on behalf of the firm's more than 250 portfolio companies, citing Grayscale and Foundry among those with a direct stake in the outcome.
A Bill That Has Been Waiting Since Last Summer
The Clarity Act is the most comprehensive piece of crypto regulation ever to pass one chamber of the U.S. Congress, clearing the House on July 17, 2025, with a bipartisan 294-134 vote. The bill was placed on the Senate Legislative Calendar under General Orders in June 2026, making it formally eligible for full Senate floor consideration. Despite that, no vote has been scheduled.
The Clarity Act is intended to define SEC or CFTC jurisdiction over the entire digital asset market, and its continued stall in the Senate leaves businesses in regulatory limbo, unable to build stable compliance programs as jurisdictional lines remain uncertain.
The Senate Banking Committee advanced the bill by a vote of 15-9 in May 2026, but two Democrats who voted in favor indicated their committee votes did not guarantee support on the Senate floor without further progress on outstanding issues, particularly an ethics provision addressing government officials' ties to the crypto industry.
Narrow Window, High Stakes
The bill needs 60 votes to overcome a filibuster, meaning at least seven Democrats must cross over before the August recess begins. An initial Senate vote is expected before the August 7 deadline, though procedural hurdles make full passage before the recess unlikely.
If the bill misses that window, 2026 passage becomes much harder because lawmakers return to a fall calendar dominated by election-year politics and must-pass legislation. Prediction markets reflect that uncertainty, with Polymarket traders currently assigning the Clarity Act about a 33% chance of becoming law during 2026, while Galaxy Research has lowered its estimate to 30%.
DCG's intervention adds industry weight to the push, framing the vote not as a regulatory preference but as a practical necessity for the hundreds of companies operating in the sector today.
