G20 finance ministers and central bank governors have formally committed to developing regulatory frameworks that establish clearer rules for digital asset innovation, in a significant shift in how the world's largest economies are approaching crypto policy.

The pledge came at the conclusion of the group's second ministerial meeting of 2026, held in Asheville, North Carolina, on August 31 and September 1, with US Treasury Secretary Scott Bessent issuing the Chair's Statement. The document represents a notable tonal change from prior G20 stances: the language differs from the G20's previous focus on the dangers of crypto assets. In 2019, the G20 Finance Track called for monitoring risks associated with crypto assets, and under India's 2023 presidency the group supported enhanced regulation, supervision, and oversight of the crypto economy.

What the statement says

Officials acknowledged that digital financial innovation, including digital assets, can support "broad-based economic growth" and play a key role in driving private sector innovation. The statement's core commitment reads: "We commit to advancing responsible and effective regulatory and supervisory frameworks that preserve financial stability, support economic growth, and establish clear pathways for sound digital financial and digital assets innovation, while considering cross-border opportunities and challenges as appropriate."

Bessent had earlier identified support for a digital asset ecosystem and cross-border payment improvements as priorities of the US G20 presidency. That agenda is now reflected directly in the group's formal output.

It is worth noting what the statement is not. It is a Chair's Statement rather than a consensus communiqué, and it stops short of setting any common stablecoin rules. The document was agreed by the G20 members present except China, which recorded objections to four other paragraphs. The digital asset, payment and FATF provisions were not among those listed objections.

Stablecoins and what comes next

Stablecoins received specific attention in the statement as G20 officials wait for further work from the Financial Stability Board. The group said it expects the FSB to publish findings covering the cross-border implications of global stablecoin arrangements, along with work examining stablecoin data sources, their availability, and potential problems with the information regulators currently have.

On payments more broadly, the group reaffirmed its Roadmap for Enhancing Cross-border Payments and urged jurisdictions to expand operating hours for large-value payment systems. The G20 also maintained its focus on financial crime controls, with members urging jurisdictions with significant virtual asset activity to prioritize implementing Financial Action Task Force standards.

The Asheville meeting formed part of the 2026 Finance Track, ahead of another ministerial meeting scheduled for October in Bangkok and the G20 Leaders' Summit in December. The FSB's forthcoming stablecoin findings are expected to feed into those later discussions.
