Trump Crypto Stance is Hope for the CLARITY Act

President Trump's framing of Bitcoin and AI as critical fronts in the US-China tech rivalry is giving fresh momentum to the Digital Asset Market Clarity Act, which remains stuck in the Senate ahead of a potential floor vote.

Trump Puts Bitcoin in the Same Category as AI

President Trump has made his position on digital assets increasingly explicit. In a July 2026 appearance on CNBC, he told host Joe Kernen that crypto is "a big deal" and that the US needs to stay "number one in crypto and number one in AI," naming Japan as a secondary contender while keeping China as the main rival. The remarks echo a broader argument his administration has pushed: that $BTC and artificial intelligence represent parallel fronts in the same geopolitical competition.

Trump has not been subtle about connecting the dots between AI leadership and crypto dominance, warning publicly against China taking "complete and total control" of either sector and treating them as twin battlegrounds for technological supremacy. His team argues that stablecoins, Bitcoin mining, and blockchain infrastructure now belong on the same strategic list as semiconductors and AI models. Beijing bans private crypto trading and mining at home while building out its central bank digital currency, the e-CNY. US officials under Trump point to that split as proof that Washington needs its own clear rules rather than a ban.

Where the CLARITY Act Stands

The Digital Asset Market Clarity Act would create a federal rulebook for issuing, trading, and holding digital assets, dividing oversight between the Securities and Exchange Commission and the Commodity Futures Trading Commission, setting standards for exchanges and other intermediaries, and defining how decentralized finance developers and protocols would be treated.

The House passed the bill in July 2025 by a vote of 294 to 134, with 78 Democrats joining every Republican who voted. In May 2026, the Senate Banking Committee advanced the bill by a vote of 15 to 9, though two Democrats who supported it indicated their votes did not guarantee floor support without further progress on an ethics provision addressing government officials' ties to the crypto industry. As of late July 2026, the bill has cleared the House and a Senate committee but remains stuck with no floor vote or cloture scheduled.

The Trump administration has reversed much of the Biden-era enforcement campaign, but those changes rest on agency interpretations and enforcement discretion, which a future administration could undo. CLARITY would put the broad boundaries in statute. For the industry, backers call it a test of whether the next generation of trading, payments, and capital formation gets built in the United States or in jurisdictions with clearer rules.

A failed vote, or no vote at all in 2026, would not kill the bill, but it would confirm the pre-recess window as the last realistic shot this year, with enactment unlikely before mid-2027 at the earliest. Trump's vocal support for crypto as a national security imperative may not be enough on its own, but it adds political pressure at a moment when the legislation needs it most.
