The meeting, confirmed by CNBC, represents the administration's first significant step into AI regulation.

What the Framework Does

The framework is the product of a June 2, 2026 executive order signed by President Trump. According to CNBC, it would allow companies to give the government early access to certain frontier models for up to 30 days, though it cannot be used to create a mandatory licensing or preclearance system. The benchmarking criteria used to designate a "covered frontier model" are classified, meaning companies may not know in advance whether a new release will trigger the review window.

The framework is voluntary in name, but as Latham and Watkins notes, the expectation among major labs is broad participation. Early reporting indicated the NSA and the Center for AI Safety and Innovation (CAISI) would serve as reviewers, with a draft already circulated to OpenAI, Anthropic, and Google ahead of an August 1 design deadline.

Industry Pressure Mounts Ahead of the Meeting

Tuesday's meeting lands days after a high-profile push from inside the industry itself. On July 28, 2026, more than 1,100 employees across OpenAI, Anthropic, Google DeepMind, and Meta signed an open letter titled "Pacing the Frontier," asking the US government to support an international effort to build tools capable of deliberately slowing frontier AI development if it ever outpaces human oversight. Signatures climbed past 1,260 within days, and both OpenAI and Anthropic formally endorsed the letter as companies, per CNN.

Senior names feature prominently among the signatories. Enterprise DNA reports that Anthropic CEO Dario Amodei, OpenAI chief scientist Jakub Pachocki, Meta AI chief scientist Shengjia Zhao, and Google VP of AI Safety Anca Dragan are among those who signed. The letter stops short of calling for a slowdown today. Instead, it asks Washington to build the governance architecture that would make a coordinated pause viable in the future, so no single lab or country has to sacrifice competitive ground unilaterally.

The meeting also falls one day after the EU AI Act's enforcement provisions took effect, adding further international context to a week that marks a clear inflection point for how governments approach frontier AI development.
