Fiscal Pressures, Not Regulation, Drive Bitcoin's Long-Term Case

BlackRock's head of digital assets, Robbie Mitchnick, says the structural case for Bitcoin ($BTC) rests on America's deteriorating public finances rather than any single piece of crypto legislation, including the CLARITY Act.

Rising U.S. fiscal concerns are driving investor demand for alternative stores of value such as Bitcoin and gold, Mitchnick told CNBC in a recent interview. "Debt and deficit levels are a major concern for markets," he said, noting that when such concerns return to the headlines, they tend to benefit "assets like bitcoin and gold."

Mitchnick argued that Bitcoin's next significant move higher may be driven less by crypto-specific developments and more by mounting fears surrounding government borrowing, deficit spending, and potential monetary debasement. BlackRock's own research describes Bitcoin's role as an emerging global monetary alternative that may offer investors a potential hedge against ongoing fiat debasement amid rising government debt and persistent fiscal deficits.

Where The CLARITY Act Fits In

That does not mean the CLARITY Act is irrelevant to crypto broadly. The Digital Asset Market CLARITY Act would create a federal rulebook for issuing, trading, and holding digital assets, dividing oversight between the SEC and the CFTC, setting standards for exchanges and other intermediaries, and defining how decentralized-finance developers and protocols would be treated.

But Mitchnick draws a clear line between Bitcoin and the rest of the market. The act is "less critical" to Bitcoin than it is to other parts of the crypto industry, because Bitcoin already has much of the regulatory acceptance it needs, while other pockets of crypto, like decentralized finance, stand to gain more from the legislation.

"Markets in general and a lot of the participants around the ecosystem are seeing the regulatory clarity as further potential upside, but not necessarily banking on it or considering that in the base case today," Mitchnick said.

The CLARITY Act itself remains in flux. The Senate Banking Committee approved its portion of the bill on May 14, 2026, by 15 votes to 9, but the legislation still needs to pass the full Senate, where supporters will likely need 60 votes to overcome procedural opposition. Analysts expect main rules to land in late 2026 or 2027 even under a favorable timeline.

For Mitchnick, the bigger variable remains in Washington's balance sheet, not its statute books. He said growing concerns over U.S. debt levels and fiscal deficits could become a major catalyst for Bitcoin as the 2026 midterm elections approach, adding: "If we start to see U.S. debt levels and the deficit situation come back into focus, fairly likely to happen around the midterms, I think that we'll start to see probably a renewal in that momentum."
