US President Donald Trump met with crypto and prediction market executives at the White House on Wednesday, August 19, pushing Congress to pass the CLARITY Act while also signaling that regulators are working to bring Hyperliquid, a major decentralized trading platform, into the United States. 

The gathering, held at the Eisenhower Executive Office Building, took place one day before the Commodity Futures Trading Commission (CFTC) held the first meeting of its new Innovation Advisory Committee.

What Did Trump Say About The CLARITY Act?

Trump called for "a fair version" of the CLARITY Act, describing it as "very, very powerful structured legislation which will keep us ahead of China, keep us ahead of everyone else." The bill, formally the Digital Asset Market Clarity Act, would classify most tokens as "digital commodities" under CFTC oversight while keeping some tokens under SEC jurisdiction as securities. The House passed a version 294 to 134 in July 2025, and the Senate Banking Committee advanced it 15 to 9 in May 2026, but a full Senate vote has not happened.

Why Is The Bill Stuck?

Some Democrats and a few Republicans say they won't back the bill without stronger language stopping political officials, including Trump, from profiting off personal crypto ventures such as World Liberty Financial and his memecoin

A Reuters/Ipsos poll released this week found that most Americans believe Trump's family has improperly profited from crypto and that his policy decisions are shaped by those ties. The Senate faces a procedural cloture vote on September 15 that needs 60 votes. Prediction market odds on Polymarket for passage sit near 19%, down from an 82% peak in February, and Galaxy Research puts the odds even lower, around 10%.

What Did Trump Say About Hyperliquid?

Trump said CFTC Chairman Michael Selig is working to bring Hyperliquid, a decentralized perpetual futures exchange, into the United States "in a fully compliant and legal fashion." 

Hyperliquid currently blocks U.S. users under its terms of service. Its native token, HYPE, jumped by double digits after Trump's remarks. 

The Hyperliquid Policy Center and wallet provider Phantom had already petitioned the CFTC in July asking for an exemption from legacy exchange rules for decentralized finance (DeFi) protocols, and Hyperliquid representatives met with the CFTC's Innovation Task Force on July 14.

How Did Prediction Markets Factor In?

Polymarket and Kalshi attended a White House crypto meeting for the first time, even as both face state-level legal challenges. 

Kalshi has been sued by New York's attorney general, though the CFTC used its emergency authority to let the platform keep operating there. Baltimore filed a separate suit on August 13 over sports-related event contracts.

The CFTC has also been reviewing so-called "mention markets," where users bet on whether a specific word will be said publicly, and brought its first insider-trading enforcement action tied to event contracts in April. Polymarket and Kalshi together processed more than $14.3 billion in trading volume last month, according to Dune Analytics data.

What Other Policies Came Up?

Trump pointed to earlier moves from his administration, including the Strategic Bitcoin Reserve, the U.S. Digital Asset Stockpile, a ban on a central bank digital currency (CBDC), the GENIUS Act stablecoin law, and an initiative called Project Crypto. SEC Chairman Paul Atkins also tied the agency's new Regulation Crypto Assets proposal, released August 18, to the need for legal permanence that only the CLARITY Act can provide.

Conclusion

Wednesday's meeting covered more than the stalled CLARITY Act. Trump used the gathering to signal a path for Hyperliquid to legally enter the U.S. market, brought prediction market platforms into the White House for the first time despite their ongoing state lawsuits, and pointed to existing policies like the Strategic Bitcoin Reserve and GENIUS Act as evidence his administration is already reshaping crypto regulation through agency action, regardless of whether Congress acts on the CLARITY Act in September.
