What is ICP's National Messenger App?
Pakistan and DFINITY's @Dfinity are building a sovereign national messenger app on Internet Computer's $ICP Pakistan subnet, featuring end-to-end encryption, on-chain identity, and native iOS and Android apps currently in testing.
Pakistan is building a sovereign messaging application on the Internet Computer ($ICP) network, developed in partnership between the Pakistan Digital Authority (PDA) and @Dfinity. The project is currently in a testing phase, making this a good moment to break down exactly what it is and what it aims to achieve.
What Is the Pakistan Subnet?
The app runs on a dedicated infrastructure layer known as the Pakistan Cloud Engine, a country-specific subnet of the Internet Computer. On ICP, a country-specific subnet is configured so computation and storage occur on nodes under agreed governance in the target jurisdiction. The platform functions as a sovereign cloud capable of hosting tamper-resistant software, national-scale applications, and AI-powered systems that can operate independently of foreign cloud infrastructure.
The agreement establishes the Pakistan Subnet of the Internet Computer Platform, supports tamper-proof digital infrastructure, enables local AI-native software development, and pilots the national messenger app. The formal MoU between PDA and @Dfinity was signed in February 2026, with Dr. Sohail Munir, Chairperson of the Pakistan Digital Authority, saying the partnership represents an important step in Pakistan's digital development and that investing in sovereign cloud infrastructure will strengthen national resilience and create opportunities for public institutions, students, and entrepreneurs.
What Does the App Actually Do?
The National Messenger is designed as a fully sovereign alternative to mainstream platforms, offering effortless chatting, integrated audio and video calling, on-chain identity integration, and end-to-end encryption. The collaboration includes plans for a National Messenger application enabling private, verifiable communications.
Native iOS and Android apps are already available and being used by a small group of testers. The app has been built drawing on the experience and design learnings from @OpenChat, ICP's existing decentralized messenger, with scalability to a larger user base in mind.
As of writing, the app is live on the Pakistan subnet, with a full public rollout expected in the near future. When it launches at scale, it will serve as a practical demonstration of $ICP's ability to power secure, government-grade tools while keeping data within national borders. Dominic Williams, Chief Scientist and Founder of @Dfinity, said Pakistan is adopting a forward-looking approach to digital infrastructure, and that establishing the Pakistan Subnet will allow the country to develop secure and verifiable software and AI applications aligned with national priorities.
