DOJ Charges Former Robinhood Engineers Over Confidential Listing Data

The U.S. Department of Justice has charged two former Robinhood engineers with commodities fraud and wire fraud, alleging they exploited confidential information about upcoming cryptocurrency listings for personal gain. The charges were brought by the U.S. Attorney's Office for the Southern District of New York, naming Hefu Chai, 36, and Huaisong Xiang, 30, as defendants.

According to the complaints, Chai and Xiang had access to nonpublic information about which crypto assets Robinhood Crypto planned to list and when those listings would be announced. Unlike cases involving direct token purchases, the two are accused of using that confidential listing information to trade perpetual futures rather than the underlying tokens themselves. Their alleged platform of choice was Hyperliquid, a decentralized exchange specializing in perpetual futures trading.

According to prosecutors, the two repeatedly took positions in tokens ahead of Robinhood's public listing announcements between 2025 and 2026, with each allegedly profiting more than $50,000. Prosecutors claim prices moved after several listing announcements, allowing the engineers to profit from their positions.

Potential Penalties and Robinhood's Response

Chai, of Menlo Park, California, and Xiang, of Jersey City, New Jersey, each face a Commodity Exchange Act count with a maximum 10-year prison sentence and a wire fraud count with a maximum 20-year sentence.

U.S. Attorney for the Southern District of New York, Jamie McDonald, stated that using confidential corporate information for personal gain in derivatives markets is illegal, adding that insiders cannot evade capital market and commodity laws by using perpetual futures, tokenized securities, or similar financial instruments.

In a statement, a Robinhood spokesperson said the company "takes market integrity seriously and has zero tolerance for insider trading," adding that it has robust insider trading policies in place and that it immediately investigated and reported the matter to law enforcement and regulators. Robinhood itself has not been charged; the case involves the alleged conduct of two former employees acting outside their authorized roles.

Federal authorities previously charged former Coinbase product manager Ishan Wahi over confidential token-listing information he allegedly shared with his brother and a friend, making the Robinhood case a notable echo of that earlier enforcement action.
