Polkadot's treasury lets any DOT holder propose a funding request, put it to an on-chain vote, and get paid directly from a shared pool of network revenue, without needing approval from a company or foundation. This system, called OpenGov, replaced a smaller council-based model in June 2023 and now governs how the network funds everything from core development to security audits and marketing.
What Funds Polkadot's Treasury?
Polkadot began rolling out a new funding structure in phases starting March 12, 2026. Under Phase 1, the network stopped burning DOT system-wide: treasury burns halted, and DOT from validator slashes now routes into a new on-chain account called the Dynamic Allocation Pool, or DAP, instead of being destroyed. Newly issued DOT also feeds into this pool. Transaction fees and coretime sales revenue are being phased into the DAP over subsequent phases rather than all at once. Governance then directs spending from the pool across validator and staking rewards, treasury spending, and a strategic reserve.
This replaced the older model, where 80% of transaction fees and 15% of annual DOT inflation went directly into the treasury, with unspent treasury funds periodically burned at the end of each spend period.
How Does OpenGov Let Anyone Propose Treasury Spending?
Any DOT holder can submit a treasury proposal, and any DOT holder can vote on it. Proposals are sorted into one of fifteen tracks based on how much funding they request, ranging from Small Tipper for minor payouts up to Big Spender for large allocations. Each track has its own voting duration and approval threshold, so a request for a few hundred DOT moves through governance faster than a request for millions.

Delegating Votes Across Different Tracks
Voters do not have to research every proposal themselves. OpenGov allows delegation by track, meaning someone can send their voting power to a technically minded delegate for protocol upgrade decisions while delegating that same power to a different, treasury-focused delegate for spending proposals.
Bounties and Curators
For larger, ongoing initiatives, the treasury can fund a bounty rather than a single payout. Governance appoints a curator, who manages the funds against a defined scope of work and posts a deposit that can be forfeited if the work is mismanaged. One example is the Polkadot Assurance Legion, a bounty that funded Rust and Solidity security audits, bug bounties, and ecosystem monitoring tools before concluding its funding activity in 2026.
Is Polkadot's Treasury Actually Sustainable?
For much of OpenGov's history, the treasury spent more than it took in. That changed in the fourth quarter of 2025.
According to the treasury report published in January 2026, Polkadot spent $7.4 million that quarter, its lowest quarterly total since OpenGov launched, and posted a net profit of 1.6 million DOT after accounting for inflation and issuance, the first positive quarter under the current system. The treasury closed the quarter holding roughly 32 million DOT, worth about $58 million at the time. A record 68% of that quarter's spending moved through delegated bounties and departments rather than one-off individual proposals, spreading day-to-day funding decisions across smaller, accountable groups instead of routing everything through single large votes.
DOT has traded roughly between $0.80 and $0.88 through the first three weeks of August 2026, down more than 52% since the start of the year, with a market capitalization near $1.4 billion to $1.5 billion.
