Seven-Figure Ad Push Targets Banking Opposition
The Cedar Innovation Foundation, a 501(c)(4) nonprofit linked to the Fairshake crypto super PAC network, is preparing a seven-figure national cable television campaign to shore up support for the Digital Asset Market CLARITY Act ahead of a pivotal Senate vote. The campaign represents an ad buy across CNBC, CNN, Fox News, Newsmax, and MSNBC.
The Cedar Innovation Foundation's spend stretches across three separate spots. Two ads are positive, touting support for crypto market structure reform from prominent industry groups. The third is an attack ad aimed squarely at the banking industry, whose opposition has held up the bill for months.
Banks, particularly smaller lenders, have spent months pushing lawmakers to tighten provisions governing stablecoin rewards, arguing that crypto platforms could use yield-like incentives to pull deposits away from the banking system. The anti-bank spot accuses the industry of posting record profits by squeezing consumers and small businesses while opposing the legislation, and argues that banks have deployed lobbyists in Washington to prevent competition and protect profits by killing what it calls a bipartisan bill.
AARP and Law Enforcement Endorsements Used to Broaden Appeal
The other advertisements seek to broaden the CLARITY Act's appeal beyond the crypto industry's regulatory agenda. One highlights support from major law enforcement groups and notes that AARP backs provisions designed to combat crypto scams targeting older Americans, though AARP's support is narrower than a full endorsement, covering a provision aimed at crypto ATM fraud.
The National Sheriffs' Association dropped its opposition to CLARITY and shifted to a neutral position after months of warning that the legislation could weaken efforts to prosecute illicit crypto activity.
The timing is critical. Senate Majority Leader John Thune filed a cloture motion on the motion to proceed to the bill, setting up a September 15 vote on whether to limit debate and advance the measure to the full Senate floor. That procedural vote requires 60 votes. Republicans control 53 Senate seats, so at least seven Democrats would need to join a unified GOP conference to hit the 60-vote cloture threshold.
A failed cloture vote could effectively kill the bill. When lawmakers reconvene on September 14, the calendar offers only 14 working days before an October election recess, and with the full House and about one-third of Senate seats on the ballot in November, election-season pressures are expected to consume lawmakers' attention and squeeze the floor time needed to iron out the bill's unresolved sticking points.
Cedar Innovation Foundation shares a spokesman with the broader Fairshake network but, as a 501(c)(4) organization, does not disclose its donors. That structure allows it to run issue ads without the transparency requirements that apply to super PACs making explicit electoral expenditures.
