Security Review Drives State-Backed Token Migration

The Wyoming Stable Token Commission has shed light on its decision to migrate its state-issued Frontier Stable Token ($FRNT) from @LayerZero_Core to @Chainlink's Cross-Chain Interoperability Protocol (CCIP). The move, completed in August 2026, makes Wyoming the first U.S. government entity to publicly replace its blockchain infrastructure on security grounds.

The Commission said the switch followed a proactive security review of its cross-chain stack. That review identified what it described as a consistent pattern of concerns around LayerZero's disclosure practices and operational security, including access control and private key management risks. Executive Director Anthony Apollo stated that CCIP was the only solution evaluated that met the Commission's requirements for a state-owned digital asset.

"The Commission proactively conducted a security review and identified concerns regarding LayerZero's disclosure practices and operational security," Apollo said. "Following the review, the Commission decided to adopt Chainlink CCIP as it is the only cross-chain infrastructure that met our stringent security and reliability requirements across the board."

Under a multi-year contract, @Chainlink CCIP now serves as FRNT's exclusive cross-chain infrastructure. The token, which launched in January 2026, remains live across eight public blockchains: Arbitrum, Avalanche, Base, Ethereum, Hedera, Optimism, Polygon, and Solana. Existing holders were not required to take any action during the migration.

Broader Industry Shift Away from LayerZero

Wyoming's move is part of a wider industry trend. Nearly $15 billion in onchain value has migrated from LayerZero to Chainlink CCIP, a wave that includes firms such as BitGo and Kraken. The exodus accelerated following a $292 million exploit on a LayerZero-powered bridge earlier in 2026.

$FRNT is the first fully reserved, fiat-backed stablecoin issued by a U.S. public entity. Each token is redeemable for one U.S. dollar held in trust by Wyoming, and reserve income supports the state's School Foundation Program. The Commission has since expanded its Chainlink partnership further, adopting Chainlink Proof of Reserve to provide near-real-time, onchain verification of FRNT's backing assets.

LayerZero responded publicly, saying it respects the Commission's decision and that FRNT holders remain unaffected. The firm also stated it has since hardened its security practices.
