The National Cryptocurrency Association (@NatCryptoAssoc) went on the offensive this week, launching a campaign that puts everyday Americans front and centre to make the case for crypto regulation ahead of a critical Senate deadline. The campaign features plumbers, ranchers, and small business owners sharing personal stories about how digital assets affect their lives, with the group citing 67 million American adults now holding crypto, up from 55 million in 2025.

A narrow window in the Senate

The timing is deliberate. The CLARITY Act is scheduled for a Senate cloture vote on the motion to proceed on September 15, a procedural gatekeeping test that determines whether the chamber can begin formal debate on a comprehensive crypto market-structure framework. It needs to clear a 60-vote threshold, and since Republicans control only 53 Senate seats, at least seven Democrats would need to join a unified GOP conference to get there.

The September 15 vote is not a direct vote on whether the CLARITY Act will become law. However, the Senate requires a 60-vote supermajority to proceed, and if the bill fails to secure those votes, it will essentially be dead for 2026.

The CLARITY Act would establish a regulatory framework for cryptocurrency and digital assets. The bill cleared the House in July 2025 with a 294-134 vote, including the support of 78 Democrats. To become law, it must still be reconciled with the Senate Agriculture Committee's version, pass a 60-vote Senate floor vote, be reconciled with the House-passed version, and be signed by the President.

Markets remain sceptical

The delay in bringing the bill to a vote has weakened expectations around its passing, with analysts warning that the limited legislative calendar and November elections could make passage difficult. Polymarket traders currently put the odds of the bill being enacted this year at just 15%, reflecting broader concern that time is running out.

The National Cryptocurrency Association and its president have entreated the Senate to support the CLARITY Act as the cloture vote approaches, arguing the case on the basis of jobs that crypto provides across the nation. The grassroots campaign is the group's latest effort to build public and political pressure before the window closes.

Critics, particularly the banking industry, have argued the legislation would create loopholes that threatened the financial safety of state and local banks. Outstanding issues lawmakers must still resolve include government ethics, law enforcement provisions, and stablecoin yield and rewards.
